My favorite flabby arm exercise is from Callanetics. It may be difficult to TELL you how to do it.

Stand up. Reach behind you with both arms trying to touch your thumbs together. But the most important part is to also keep your arms as HIGH as you can while still standing up straight - not bending forward. If i do this several days in a row (count of 100), i can visibly notice a difference when i brush my teeth! 8-)

And CONGRATS on the inches lost!!!!!!!

Stand with a soup can in one hand. Lean over and put free hand on knee (bend knee slightly).
Now extend can out behind you. Holding it up. Then "pump" the can... Not swinging it.. Towards your waist, bending arm at the elbow. And back out straight. Go slowly so you feel the back arm muscles working. Do 10 reps. Switch arms.

Make sure you are working the back arm muscles and not the others. The bottom end of the can should point up towards the ceiling, not side to side. You have to turn your wrist to hold it correctly, but hold it steady like that as you do the reps.

When I had rehab on my arm, the home exercises toned my arms. Get some small barbells from a sporting goods stores, I have 3 and 5 lb sets. I do curls and lift them over my head, slowly. Maybe you can find targeted workouts online, too.
