This is a story about "professional" teachers (who didn't care enough about the students to stay) being replaced by parents (who did care enough to take the job).
Of course, the news reporter pretends that it is some sort of great tragedy to have a parent put in charge of teaching, and that no one could possibly do it right without a degree in education. And that somehow a parent shouldn't be responsible for children's education.
My Mother was a professional teacher, and always told me that the classes she took in how to teach were simply wasted time. Many other professional teachers who studied more recently have told me that all they learned from those classes was how to control misbehavior and how to fill out government paperwork - not how to teach.
