New federal "guidelines" for recess. Children's activities should be planned by staff. Also a record must be made of how much of and what kind of activity each child engages in.

Ever heard of "free time" for kids that isn't programmed down to the last second?
Apparently not.

Ever heard of letting a teacher stop the bureaucratic paperwork for a single second?
Apparently not that either

Gosh, way back in the dark ages, our teachers opened the door and sent us out to the playground. We played on our own. The teacher stayed in the class unless a student came in to tattle!

In our area, teachers DID go outside (My Mom was a public school teacher in the early 50's - and they did then, too). But, the main goal of their presence seemed to be the prevention of actual homicide. And, of course, gum chewing ; )
