Thanks for sharing, Briva. That is very worrisome. The excuse of not being able to process the paperwork is completely implausible. The parent turns in a form, the school takes care of it when they're able. That's no excuse for keeping someone else's child educationally hostage, when you're getting tax dollars for them, yet unable to provide the education they need because of quarantine.
