MUST the specific words "I'm sorry" be included in an apology?

No. But the sentiment must be.

"I'll never do that again"
"I regret . . ."
"Oops .. ."
"I goofed"
"I wasn't thinking. . ."
"Can we be friends again?"
"I apologize"
"I sinned"

etc

all work for me

Things that don't work:
"You know it was really YOUR fault this happened"
"It would have never happened if YOU hadn't . . ."

etc.

Anna is right, acknowledgement of the wrong done is repentance. That is a big step in the right direction. Hopefully followed by, I will not (or try not) to do that again.
