My neice becomes ovewhelmed if she has too much stuff, literall, to contend with. Laundry is one of those areas she struggles with. My sister had to finally take everything out of her room and slowly introduce some of her things, but kept it at a bare minimum. This might be the cause with your ds. I don't know how old he is, but take everything out, and reorganize him. I really like the drawer organizer for socks and underwear. Just roll them out and individually put them in their little space.
